In all kinds of organizations (big or small), there are usually lots of ideas an initiatives flying around. But in a traditional hierarchy, the manager decides what needs to be done. By creating a project or gig marketplace, you make every project available for everyone to see. You are breaking up silo's and therefore you can use the talent pool of the whole organization.
For the employee, you can assign for a task aside of what is expected from you in your daily job, you develop additional skill and talent, you "move", you become more flexible and valuable for the company.
